The licence plate lamps are replaced from the outside. Use a small, flat blade screwdriver and gently pry up on the left side of the lamp housing. The flexible metal retaining clip is on the left side and the fixed plastic hooks or clips are on the right. Replace the lamp with a C5W or equivalent. Install the lamp housing in the reverse order by inserting the right side first, then pop in the left side.

The 2006 Legacy license plate bulb is accessed by removing the liner in the trunk and un screwing the plastic socket.
Go to a Honda dealer and get a license plate bracket for that model/year. That's what I did for my 2006 Civic. It's held on by two screws on the bottom that go through two clips on the plastic grill just beneath the bumper. The top two screws just hold the license plate to the bracket. No need to drill holes in the bumper. Hope this helps.
