Year, make, model and engine info would help but, the intake manifold gaskets are known to leak coolant on many Chevy/GMC engines.
Assuming there is coolant in the engine the most likely cause is a build up of sediment behind the coolant drain or in the coolant drain tap itself.
Your coolant pump is behined the fan, you will have to replace the water pump.
Behind the passenger side tire on the steering rack. It should have a wiring harness with 2 wires coming off of it.

Smoke coming out of steering box usually means the fluid is burned. It can also mean that the steering gear is failing.
Low coolant in coolant recovery tank or radiator or defective sensor
If I'm not mistaken, it's behind the Power Steering silver canister, you have to remove a couple of bolts that hold the canister on and right behind that you will see it with the wires coming out of it.
I also have a 1993 Cadillac DeVille and smoke is coming out of the steering wheel. wish I had an answer.
