take it to a dealer it is most likely the clock spring, and it is a recall item, so they will fix it for free, had mine done just last year
More than likely the Flasher Relay is defective. Replace it.
I have seen on another site that there is a recall on 1996-98 Voyagers that the clock spring in the steering causes this. One person said lifetime warranty, other have said only to 36,000 miles. You should contact the nearest dealer with your VIN # to confirm and verify the recall coverage.
