yes it does. If you take off the front grille you will see a black box(rectangualr in shape) held in place by a rubber band. Take the band off and you will see a green wire. Cut the wire and it will not be limited anymore, will run much better.

i have the same problem on my sons. the quad size is big enough but rev limiter kicks in to soon. called dealer they said it cant be adjusted or bypassed,but i know there has to be a way. good way to sell new quads !!!! any help would be appreiceted. thanks.

20mph My daughter has a Eton Viper 50cc. IF you remove the thing in the exhaust and turn the rev-meter up it can do about 35mph. If you dont do those things it goes about 20mph. She races hers so I'm 100% about this
Raptor 50's are a youth atv. The factory has a throttle stop screw at the throttle lever. There is also changes to the throttle arm and carb slide that prevents attaining full throttle. Lastly the stock CDI box has a rev limiter.
