The EGR system recirculates dirty unburnt emission gases back into your engine through the intake manifold which decreases performance, but improves gas mileage. You can bypass the EGR valve. Just buy a block off plate from you local speed shop. However, the EGR valve is there to cool the combustion chamber so without it, you will hear a lot of pinging until the motor melts.
Blocking off an EGR valve can make the car run rough. The fuel mileage can suffer as well, since the car is designed to have the EGR valve operable.
the egr valve is on the top front of the block and is easy accesable by your do it your self mechanic and the sensor is about 5 inches behind it
Depends on what its on. Most of the time that code indicates your EGR valve is bad and needs to be replaced. If its on a diesel engine, there is also a procedure call an "EGR delete" that will actually increase your horsepower and fuel efficiency. But your emissions might not pass e-check ???

basicly, you need something putting in the way between the exhaust pipe and egr valve. there are common "blocker" plate kits available on the internet (check ebay) that include full instructions. if you do block the egr tho, you are liable for a fine as the egr is an emissions related product
