Is this in the overhead console of a 1995 to 2001 4 door because I know by pushing
the middle button I can switch the display from Fahrenheit to celsius

There is a problem with the cam sensor or the wiring to it.
mass air flow sensor
It gets dirty and reads the wrong air flow. Or it is just old and needs replacing. There is mass air flow sensor cleaners you can buy.
The outside temperature sensor on a 2003 Altima is located just behind the front bumper. it is on the passenger side of the vehicle in the undercarriage.
your car has a speed sensor located on the transmission replace that and problem is solved
If your temp sensor is fine and there is nothing wrong with the wiring from the sensor to the PCM to the dash then you can use an OBD to delete the trouble code.

It is wrong.
Could be you have a temp sensor for the ECM and a temp sender for the gauge. The gauge sender generally has one wire attached to it. The temp sensor generally has two wires attached to it. Perhaps you changed the wrong one.
sounds like your outside temp sensor is internally open, you will have to replace the sensor, its location depends on the model and year of your car, also the ac works in with the outside temp, if your sensor is faulty then the ac will not function properly,
check the connections behind the gauge they could pop loose
