If you are asking what the pressure should be, it should be 5-6 psi but we really need to know what year and engine that Chevy has to correctly answer that.
Probably a faulty fuel pump.
Chevy did not use them on there trucks. Check fuel pump pressure, fuel pump FUSE and FUEL pump relay.
The fuel pump may be running but it may not put out enough fuel pressure. Have the fuel pressure tested. I am assuming the fuel filter has been changed.
The 1974 Chevy truck has a mechanical fuel pump with a built in pressure regulator.

The mechanical fuel pump regulates the fuel pressure. This truck is not fuel injected. It has a carburetor.
No but running it out of gas can clog your fuel filter. Replace then if that doesn't work check fuel pressure no fuel pressure It's fuel pump relay or pump Itself. .
