The daytime running light module on a 1996 Ford Explorer can be found behind the bumper. It is on the driver's side of the car.
Take out the side indicator light assembly (which is most difficult part) and then replace the bulb.

It is warning you of a malfunction of in the brake system. Get it checked RIGHT AWAY!
I'd try and go with what the indicator light code is telling you. Other than that it could be a vacuum leak, poor spark plugs or incorrectly gapped ones, or maybe bad spark plug wires.
The indicator was not or cant be reset.
