there is a valve between the tanks that restricts fuel from going from one tank to the other. I'm told that it is very common for that valve to go bad especially if you don't switch tanks frequently when you drive. The valve is available from Ford dealerships, some aftermarket ones are out there at parts stores (advance auto about $88.00) or sometimes you can find one on e-bay. When it goes bad sometimes it will blow gas right out of the gas cap especially if both tanks are full.
It is also possible that the fuel pumps are out on one tank if not both of them and the high pressure pump is pulling fuel from either or both of the tanks.. so listen to see if you can hear fuel pumps in tanks are working or humming.

these guages share a resistor. if the the resistor goes bad, in this case, stops resisting, the voltage increases and makes both guages shoot up. replace the guage assembly and your problems will be over. (you have to remove the combination meter and take it apart to fix this, its not particularly easy and you can cause more damage than its worth if youre not experienced with this type of repair)Answeryou can just add a resistor from radioshack don't really matter what kind but just install in line with the guage ain't working but you need to have x-perience to this
