I'd replace the bulbs first. If that doesn't help, I'd suspect the dimmer switch.
I've replaced that stalk (turn sig. dimmer, cruise, headlight switch) in my '96. It's not a bad DIY job and the new stalk was about $60 at AutoZone.
Replace the bulb. The low beams and high beams use separate parts inside the bulb. If replacing the bulb does not fix the problem, check the fuses.
you may have a bad relay. If both of them are out, that is probably the relay for the high beams or it could also be a fuse.
when high beams are turned on low beams go out u need to look at the wires and connetors 4 the high beams are not working on that side good luck

My 1995 lexus es300 high beam is not working tune it on is not working, i check the fuels and is good. Is any one know what the problem is?
I'm not sure if it is the same on a 98 as an 04. But on an 04 there is a relay box under the hood that has a relay for high beams and a relay for low beams. On an 04, it is on the driver's side behind the battery. You can check the relay by popping it out and exchanging it with another one that is working. Hope this helps
Your high beams work but your low beams do not because the switch is broken that switches between high and low beams. Electrical switches wear out.
Have you checked the daytime running light module?
hmm as you ask what happened to high beams, i am going to assume that low beam works. id this is correct i would say that your low/high beam switch needs replacing
