Make sure the Hood release inside the cockpit area (near the drivers knees) is fully returned to the latched position. A '98 model may need some lubricand under the hood at the latch. A simple 3in1 or WD40 would work or better, a white lithium spray. Good Luck

Push down on the hood at the latch while a helper pulls the release. Then try to lift the hood. If the hood cable is broken or maladjusted, then it might be necessary to reach up from under the vehicle and try to release the hood.
use a pry bar and replace hood after you break it
make sure the cable is not sticking, do this by haveing someone pull up on the hood while you try to pop the hood. When a hood latch goes bad you have to replace it with a new one
