To the right of the alternator - or if you are standing in front of the car -- in front of the alternator, below it -- is a nut on a threaded rod -- 1/2" socket AND a universal adapter because of the extreme angle of this nut.... This is what pushes the alternator up or down.
CCW allows pushing the alternator down ( loosen the belt ) -- and
CW brings the alternator back up ( tighten belt )

You don't. The pulley is pretensioned by the manufacturer. If the belt tension is incorrect, the pulley must be replaced.

You dont adjust the tension on a serpentine belt, Dodge uses a spring loaded tensioner located just below the alternator, If your belt is loose it is either worn, the wrong size belt or your tensioner has frozen and not moving. If it is a brand new belt I would suggest making sure the correct one was given to you from the auto parts store. If the belt has been on the vehicle for an extended period of time I would suggest replacing it.
You cannot adjust the belt tension on a 2000 dodge grand caravan. This vehicle is equipped with an automatic tensioner. If tensioner is frozen or will not hold the belt tight, it must be replaced.

You don't its spring loaded.Make sure you have the alternator in place and bollts tightened, and any other item that the belt runs over. There will be a 1/2 inch or so of tension when its on right. To get it to loosen to put on belt you use the smallest pulley that has a bolt head on it and turn it with socket wrench or wrench to the left loosens the tension for the time you have tork them , it bounces back, but watch your fingers.
