If the cable is not broken yet try 2 things, one or the other may work. Have someone push down on the hood while pulling the release, hold the release and let up on the hood. If that doesn't work, pull the release and get something to pry up the hood just a bit. It may be that the lock is simply dry and not releasing like it should. If you get it open spray it with some WD-40 or similar
If the cable is broken - the simple trick is to access from underneath the front of the car.
I jacked up the car, placed it on a stand on the passenger side, and reached up underneath.
I've videoed it - quick to do once you see it.

Check the cable that connect the accelerator pedal to carb., may have slipped out of retainer.
There is no adjustment of the pump. You can adjust belt tension, by loosing and adjusting tension with the bolts holding it in place, but that is all.
