I just replaced my water pump on my 99 Cadillac Deville. You have to take off your air filter and some more stuff to get to the water pump which is on the front drivers side. You then take of the whole compartment (replace the whole thing if it is leaking coolant, you can tell this because there will be green fluid left on the front passenger side of the engine if you are parked somewhere for a while). I bought a pump for about 60 bucks from Auto Zone and rented a special tool you need to put it on. The tool allows you to torque the pump into place without gripping the inside of the water pump (with out it you would just spin the fan blades and not the whole part). There are 4 tabs on the outside of the pump which must allign to the parts on the holder. You only torque the pump about 1 inch max to be held into place. The difficult part is getting the pump ligned up then putting the tool on while it is still in place and applying alot of force while not truning too much and bending the parts that hold it in place.
When you turn the ignition to ACC or On you'll hear a buzzing or whirring sound. If this sound isn't heard you'll have to drop the fuel tank and replace it. Get it done by a proffesional.

Did you check to see if the fans are coming on. Wondering how you checked the water pump? It can only be checked for leaks or bad bearings which cause leaks in the seal. The coolant fans or the sensors that tell them to come on can caueit to over heat, a sticking thermostat can do it, blown head gasket, clogged radiator(flush it if it has a lot of miles) most likely the thermostat or the fans
I believe the O2 sensor heater is a fused circuit, you will need a wiring diagram to tell which one it is.

The oil cap should tell you. If it is a replacement consult your manual. If all else fails, the most common is 5W30
