Start with the passenger side, remove all the small screws, glove box, some screws hiding around the door panel and on the inside of the door. Remove all the screws going towards the drivers side for the top panel. Drop the steering column, should be 4 bolts I believe. You don't have to remove the dash completely, once the passenger side moves enough, you can get a small hand in there to do the work. It is around a 5 to 8 hour job. Nice of Ford to hide that in there.
If it is the same as the '96 model, then no. There is just enough room to get a little hand in there to replace it.
