The IAC (Idle Control Valve) is electronically adjusted by the on board computer. There is no way to manually adjust it. If you are having issues with the idle, the best remedy is to replace it. They are fairly affordable to replace. I've seen prices range from $25 to $40 depending on make - model - year of vehicle.
When it comes to idle issues, another sensor you might consider checking is the TBS (Throttle Body Sensor) It is located where 2 wire cables (accelerator and cruise control) are attached to the throttle body. It to can play a roll in idling issues.
Over time and/or miles, sensors and valves do wear down and/or get filty dirty with dust - dirt - carbon deposits. If you are confident in your skills, before replacing them you can take the time in cleaning these parts to see if this was the issue to your problem. Either way you should have some results.
I hope my advice was helpful. Take care, 'n good luck . . .

To my knowlege the spider fuel injector system came out in the 96 models. 1995 still had the throttle body injection.
It doesn't have a carburetor. It has a fuel injected throttle body. They have no adjustments. It's all controled by the ECM (Engine Control Module).
Assuming that S10 has a 4.3 L engine with TBI (Throttle Body Injection), the fuel injectors (two of them) are located in the throttle body.

The 95 models did not have the spider on them. It was a TBI / Throttle body injection system. If your engine is a vortec, Then no it can't be cleaned.
Right under the throttle cover.
Need to know what year 4.3L Blazer to answer that. Sounds like you got some bad gas and clogged it. That vehicle has throttle body injection. It has two injectors on the top. You say one doesn't spray. If I remember right, each injector has its own electrical connection. Switch the connections from one to the other then run it. If the same injector doesn't spray you have a bad injector. If the other injector doesn't spray you may have wiring problems or a bad pcm.
There is no adjustment required, but you can clean it with a carb cleaner.
located on the throttle body
On the throttle body.
The IAC (Idle Air Control) is located in the base of the throttle body.
I have the same problem, if pouring fuel to the throttle body it will start and run, when hot it will not start even with fuel in throttle body.
