Idle is computer controlled and can NOT be adjusted.
You shouldn't have to, check for vacuum intake leaks
Idle is not adjustable. You have a electrical or vacuum issue that needs diagnosed.

You should adjust your speed to a reasonable and safe speed. There is no specific number attributed to it.

throttle speed set screw is next to throttle linkage on driver side. Check for a vacuum leak first. I had the same problem on a 4.0 wrangler
