There is only one adjuster on each lite. I do not remember the size of the socket drive, but if you remove the top panel under the hood on top of the head lites, you will see the adjuster.
Bring to a shop that does state safety inspections
You need a 4mm 6point socket and a 1/4" ratchet. There will be to studs sticking out from behind the lense assembly. One is vertical adjustment the other is horizonal. Ratchet in or out to get desired level and aim.

You do the smart thing and drive your 2004 Ford Focus to WalMart (not your Ford dealer...your Ford dealer will charge you $35.00 a headlight), and you let WalMart Tire and Lube men adjust your headlights for $5.00. You're done. Simple as that. For those who want to waste time but save a buck, aim your headlights at a wall from 25 feet away, find the adjusting screws near each headlight, and turn each screw until you achieve what you're looking for. The beams should be no more than 2.1" higher or lower than your headlights are from the ground.
Take it to the dealer and let them put there gauges on them to get them set right.
There are little black rods sticking up by the head lights that have a spot to put a screwdriver in. You turn these rods to aim the headlights correctly.
Park your vehicle approximately 15 feet from your garage door or another wall. Open the hood and on top of both of the headlights you will see adjustment screws. Rotating them will lower/raise the headlights
The are adjustment screws next to the headlight housings. To adjust the headlights either loosen or tight the screws. This will either raise or lower the headlight unit.
Take it to a dealer or a good body shop. You do not have the proper equipment to do this correctly.
