There are 3 screws located under the front bumper under the light you need to replace take these 3 screws out and you have full access to all the lights in front. do this for each side.

the 1973 f body fuses are separate for park lamps and dash lamps, so it must be in the light switch itself.
If just the tail lamps don't work, and the front park lamps do, it is most likely the bulbs burnt out. A bad ground, blown fuse, broken wires, bad switch are other possible but less likely causes.

Your front park/turn lamps are dual filament. If the brighter filament is burned out, there will be nothing to 'blink'. Could also be the blinker can is defective - it's under the dash somewhere different in every car make. Check the light bulbs, then the fuses. If those are good, there could be a wiring short.
