disconnect the return line off the reservoir, extend it with a piece of hose into a container to catch fluid. Start car and keep filling the reservoir till the fluid out of the return line comes out clean (2 qts or so). Do it again after a couple of days of driving to get all the contaminents out.
Add power steering fluid.

Lossen the serpentine belt. Then remove the power stering pump pulley. Drain the fluid, at the rack would most likely work better. then pull all of the mounting bolts.

I highly recommend you use nothing but genuine Honda Power Steering fluid. You can buy it lots of places other than a Honda dealer. Use any other fluid at your own risk.
If you have an electric power steering system, that means you HAVE NO FLUID. Therefore no fluid to change in the 1st place.
