just pop out the switch or use a screwdriver to pop it out unplug the connecters and do the reverse to install it.
Remove the center screw below the headlight switch, and the center screw below the wiper switch. Grab hold of both switches and gently pull towards you. The plastic around the gauge cluster should unsnap from the dashboard. Unplug the headlight switch from the wire harness behind it, and remove the other 2 screws below it. Gently pull on the dimmer and outer rings. They should slide off. The switch will fall out at this point. Installation is the reverse of removal.
It is built into the headlight switch.

When the headlight switch fails, you'll need to replace the entire combination switch. Here is the procedure to replace the headlight switch on your Chevy Cavalier: 1) Unscrew the screws on the bottom and top of the steering wheel column cover, using a screwdriver and pull the bottom and top of the steering wheel column cover forward and down to remove it. 2) Unscrew the two screws that hold the headlight switch to the steering column. Pull the headlight switch off the steering column. Unplug the electrical connector running to the headlight switch. 3) Connect the electrical connector to the new headlight switch and secure the headlight switch to the steering column using the factory mounting screws and a cross-point screwdriver. Reassemble the steering column cover.
I had this same problem when I first got my 94 beretta. To switch from your regular lights to brights, you have to pull the turning signal lever towards you to switch between normal and brights.
There is no headlight relay. All the switching is done in the headlight switch including a circuit breaker.
Back then the headlight circuit was protected by a circuit breaker that was built into the headlight switch.
