In-tank fuel pumps have a tendency to make a louder whine, when they are dying. So start turn the ignition on, not starting the engine and listen. Do you hear the pump louder than normal? Other than that, doing a fuel pressure test will tell you if it's dying or there is something in the lines prior the fuel filter. Change the fuel filter if it has not been changed in awhile. Cloged filters can put strain on the pump and make the engine run poor.
first check to see if fuel filter is clogged.if you have an electric fuel pump, check the fuel pump fuse. next check the fuel lift pump. then check the injector pump
check for voltage back where the hot wire connects to the fuel pump. also check groundwire off fuel pump. check fuel pump fuse / check fuel pump relay.
You will need a fuel pressure guage to check the fuel pump. The pump operates at 13 psi.
You can check your 1984 928 Porsche fuel pump with a diagnostic tester. You can also check the fuel pump by connecting the wires to a power source and see if the fuel pump operates.

Check to make sure that the pump is getting power to the Neon fuel pump. Check the pump relay, and the pump fuses.
Check the fuel pump relay
Check the fuel pump, fuel pump wiring, fuel pump relay and fuel pump fuse.
Check the electrical plug at the fuel pump for melt-down damage. Check the inertia fuel pump shut down switch. Check the fuse. Check the relay.
Check there is power to the fuel pump via the connector at the tank. Check fuel pump relay and fuses related to this. Or if there is a fuel cutout switch on this somehwere. If not, then need a fuel pump.
Assuming its Fuel injected. check the FUEL pump, or the fuel pump relay. there is also a fuel pump fuse under the hood you might check that first. Your problem is most likely a bad fuel pump. If its carburated check the fuel pump or a plugged fuel filer.
