On a 2000 Ford Windstar, the Powertrain Control Module (PCM) AICE chip is located within the PCM itself, which is typically found under the driver's side dashboard. To access it, you may need to remove the PCM from its mounting bracket, which is usually secured with screws. The AICE chip is integrated into the PCM, so replacing the entire module is often necessary if it fails. Always consult a repair manual for specific instructions and safety precautions.
