Cleaning the inside of the evaporator can be a challenge. The auto parts store can sell you a kit to flush out the evaporator and or the condenser while it is still in the vehicle. If the system is loaded with trash from a seized compressor you may never get it completely cleaned out. Recommend replacing with new parts.
Cleaning the outside of the evaporator would probably require removing the unit from the vehicle and blowing it out with compressed air.
Either way the system would have to be evacuated with the proper equipment.
