You must take it to the dealership, the 2007 Cobalts from base LS model and up all have chips in their keys and unfortunately this is not something you can avoid going to the dealership....

Ignition bypass circuit error
On original key knock out and on the side of the ignition switch.
Use the radio preset buttons to enter the code after turning the ignition on.
It means Evaporative Emission System Leak. Start with the gas cap. A loose gas cap can cause this.
Trouble code P1682 means: Ignition 1 Switch Circuit 2
It means the ECU has detected a problem with the emissions system. Have the ECU scanned with an OBD2 scan tool which will retrieve the code. This code will tell you where to start looking for the problem.
Any security code questions can be solved by taking it to the dealership. There is no standard code.
