Generally speaking a high idle is caused by a vacuum leak; in this case it could be that or a mis-adjusted or malfunctioning: TPS, MAP, MAF - the first step would be to use a code reader with "live data" function to see if these sensors are working correctly; and then (if they are) check for a vacuum leak in the system.
There are several things that can cause your 1997 Kia engine to idle too high. The most common cause is a malfunctioning fuel pressure regulator.
The idle is not adjustible. You may need to clean the throttle plate to improve the idle.
You shouldn't have to, check for vacuum intake leaks

How high is your idle? idle should be 800rpm good oil pressure is obtained at this idle
The idle is automatic. If the speed is not corect then you have to fix the problem with the idle motor.
check pcv hose elbow for vacuum leak.
