1. Under your hood you will find a electrical box, with fuses and relays.
2. in the electrical box you will find a "DRL" relay ( day time running )
3. if you take this out it should turn it off
4. If you wish to keep the running lights functional you can put your emergency brake on one notch and this should kill your DRL until you release your brake.
***Correction:
The fuse box you need to look in is the one on the end of the dash on the drivers side, NOT under your hood. The only thing in the electrical box under the hood is a big 50 amp fuse for your lights. If you pull that one, you won't have any headlights at all. There are no relays in the underhood electrical panel for DRLs.
To deactivate your DRLs, open the drivers door, pull off the small triangular panel on the end of the dash and look at the diagram on the underside of the panel. On my 1998 Silverado it said the "DRL/Fog Light" fuse was in slot 15. I don't have factory fog lights, so I pulled the fuse and my DRLs are now off!

They are daytime running lights. They are always on so people can always see you. Its a safety thing. Newer trucks have specific daytime running lights.

To disable the daytime running lights on a 2008 Sequoia, turn the head light switch to the center position. It should show two headlights, one with an 'X' and a line between the two.
If I'm not mistaken, just slightly press down on the emergency brake pedal just enough to open the circuit and shut DTRLights off.
