No you only can apply for a State disable permit with the DMV which will be good any where in the country. The city don't give them for car the DMV does. Which is State run. Now if the city has a park and they charge to park in but allow disable people to park free they many what you to permit to park in that park or beach . But it is mostly unlikely. A state one is all you need for you car or truck.
