if the plug is receiving power but the lights wonbt come on you may have to replace the entire lens piece since the brake lights are not a normal bulb they are built into the lens
check your fuses and the brake light switch above the pedal
Blade Type ATO/ATC Automotive Fuses: 10A for the turn signal lamps & 15A for the Brake/Hazard Lamps. Hope that helps.

If the brake lights are not coming on in your car and you have changed the bulbs and the fuses with no results, you could also check the wiring in your '98 Chevrolet Lumina. The wires may be damaged or even broken.

If the fuses and bulbs are okay I would blame the signal switch assembly. They call it a multi-function switch these days.
check that you have double filament bulbs in tail lights

Did you check the fuses for that circuit?
I had this same problem. If the bulbs and the fuses are good its most likely the brake switch. Its a plunger like switch on the brake pedal. Its usually the only thing on the brake pedal. Its pretty easy and cheap to change. I would start there.
