If you have checked the fuse and it is ok the only thing you can do is replace you remove the two screws in the sun glasses/ garage door compartment and pull down un hook the wiring harness and hook up the new.. real easy to do
On a 1999 Explorer there is a 7.5 amp fuse in location # 10 of the fuse panel for the overhead console.
