Use a hammer and pound the stuck hub until its wedged loose then pull it off.

If it is a manual locking type on a super duty f250, replace the hub. it is held in by a wire clip. The wheel and wheel bearings do not have to come off to do remove it. The hard part is getting the hub to slide out as they can sometimes corrode around the outside edge. Just clamp a tool on it as a handle and start tapping it side to side with a hammer while pulling, and it should come out. The hubs should be available from many sources and should not be extremely expensive. Standard duty f250s with body like the f150 may be different.

If it is the auto hub is can be a vacuum problem. I have seen some hubs where a snap ring came loose on the inside and just needed reassembly
