Man...I've answered this already. To release the rear seat so that it can fold down, look into the square hole on the rear seat where the seatbelt locks come up. There are two pieces of metal visable, one shaped like a "J" and the other inside of the "J". Take a screwdriver and push down on the one that is inside of the "J" while pulling up on the seat belt lock. The seat will release. I have no idea how to replace the cable, but now that you know you don't need to.
