also make sure your parking brake is not hanging up. if the parking brake light is on, the cruise won't work even if your brake is physically off

But it's possible that the odo shares the same pickup as the speedo, and the cruise control does rely on a speedo value to function properly. If there's something wrong with the pickup, that will prevent the cruise control to work.
