This is actually quite easy on this car. Your grill on the front must come off, it has some T15 screws holding it in place. Once the grill is moved, you can look behind it and see the hood latch and figure out how to open it from there.
how do you open the hood on a 1992 buick regal if the cable is broke
TAke it to the body shop as they have to do it when a car is wrecked.
I had a similar problem. On mine, the cable broke right inside the car...right at the lever. There was still plenty of cable sticking out so I just grab it with pliers and pull. If yours is broken in any other place, it will need to be replaced.
if the cable broke at the handle inside the car there will be a black cable with steel cable inside cut the black cable back so you see the steel cable get a par of visegrip pliers and pole the steel cable til the hood opens.
Use pliers and pull the cable...
cable broke release latch for the hood can't open it
Use a set of pliers to pull the cable even if the plastic latch is broken...
Your grill will have 4-8 T-15 or T-20 torx bit screws holding it on. Take these out, and take the grill off. You will see the hood latch behind it, and should be able to figure it out from there. My Century has a very tempermental hood release, to get it open I have to hit the hood on the left side, much like the Fonz playing a Juke box, and it will pop open.
shove a 5 year old child up between the front and the radiator... and have them open it
You can take the front grill off, with some T20 screws on the front of the car. You will see the hood release cable, and the mechanism that it attaches to. Just look at it, and you will be able to figure out how to open it from there.
How much cable came out when broke? Cut the plastic cable back to the point where you can see the steel cable core and pull with vice grips to open. You can pull the cable around to handle easier. If it broke under the hood try to find the cable and do the same.
