I can't believe you have the same year of pickup with a knob issue like I do. Only mine is off, it comes off real easy, I need to know how to put it back on. As far as I know, if you just pull hard, it comes off!
The governor for the wipers is located near the fuse box. It is wired to the harness going to the wiper switch.
the best way is to unbolt the windshield and fold it down on to the hood. under where the windshield meets the body is where all the wires and stuff is at. its about a 30 min job.

you have to remove the panle on the outside of the jeep between the hood and the windshield. 4 screws.

The 1990 Dodge Caravan has the most common hook-end wiper arms. See sources and related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.
