The fuel gauge sending unit typically is part of the fuel pump/filter assembly on modern cars. You must gain access to the fuel tank and fuel pump assembly to get at the sending unit.

this usually involves removing the fuel tank on the vehicle. On some modern vehicles manufacturers have made access panels to fuel tanks/ pump assemblies under the rear passenger seat. The vehicle may or may NOT have an access panel but it's the easiest place to start with.

Any problem with the sending unit may entail replacing the whole fuel pump unit as everything is now one piece and separate pieces inside the unit cannot be replaced.
