Should be located on inner fender usually passenger side. Battery + to one large post Starter wire to other large post Small trigger wire to (either if 2) small terminal

The starter on an 89 Chevy Camaro is installed by placing the vehicle on jack stands, attaching the starter wires, and aligning it with the mounting holes. The bolts are place in the starter, torqued down, and the shroud cover attached.

if the battery is good, it is not the regulator.i would check all fuses first,then check starter solenoid and starter
Be careful on this. I did it to myself . I install my transmission back on my 89 bronco and found out I didn't lock in the converter right and damage it. Cost me an extra $700 to repair the pump and new converter had the same systems as you.
