Under the hood, on the top left rear of the gray plastic intake manifold cover, the letters "PCV" are raised, it is directly under it. Remove that 1 plastic nut, gently lift off the plastic cover (if it's still on ther vehicle) then remove the 3 metal nuts from that plate the spark plug wires are resting in/on, remove the cover plate and pull up the spring, it's attached under the spring.
The PCV valve for a 1999 Regal 3.8 is located on the top of the valve cover. The valve pulls out to replace it.
