There should be a small square hole near the tensioner pully. A 3/8 socket driver will fit in the hole and then you can losen the tensioner.

there should be a tensioner pully. Put the 3/8 ratchet in the center of it and turn.
Use penetrating oil and correct size wrench.
If it is a serpentine belt you replace the tensioner pulley
Remove serpentine belt. Remove alternator. The bolts that hold the tensioner on are under the alternator.
if it is a belt squeal, check and replace the serpentine belt and or the tensioner.
There is no adjustment on the spring / Tensioner. You either have the wrong belt are the tensioner itself is bad. Replace tensioner are belt.

Typically, there is one pulley that is mounted on a spring arm to maintain proper belt tension. Just turn the bolt on the idler pulley and the tensioner will release.
