Use a flathead screwdriver or a similar tool to slide between the grille and the hood to press the latch. If that doesn’t work, you may need to access the hood release cable from under the vehicle or remove the grille for better access. If you're unable to do it yourself, consider seeking professional assistance.

how can you start a '89 mercury cougar with a broken ignition switch?
Either a fuse or a broken wire. On my 1998 Mountaineer the wire broke inside the boot that runs from the body to the door. The fix was to cut plastic tie that holds the boot up, pull the boot down and find the broken wire. It is the green wire with a black stripe on it. I spliced a piece of wire in and everything worked again. This wire is the power wire that goes to the control module where you roll the windows up or down.
The black door handle inside is probably broken. Mine was and I replaced it with parts from ebay. Only about $12.00
