If the plastic lever that you use to pull the cable with is broken, you may be able to use a pair of needle nose / vice grips to pull the cable farther down the line. A lot of times these cables will get corroded due to lack of use so after you get it open, it is a good idea to spray WD-40 into the cable housing and work the cable back and forth a few times to loosen it up.
If you are not able to grab the cable from the inside of the vehicle you may need to find where it runs under the hood to the latch - at the latch point you may be able to grip the cable and twist it far enough to pop the hood open. The front grill of the vehicle is brittle plastic so take care when doing this. I got a 1997 explorer sport with control trac 4wd. its suppose to but it doesnt work.
I believe starting on the 1996 Explorer , it went to an electronic speedometer with a vehicle speed sensor ( VSS ) so it doesn't have a conventional speedometer cable

Pretty sure it has an electronic speed sensor which means it doesnt have a cable but instead it plugs into the wiring harness.

Might be a 4x4 cable on front axle. Disconnect it from the actuator or where it runs to underneath the battery. Once the cable is unhooked, it can not be in 4x4.
Actually , it doesn't have a conventional speedometer cable , it has an electronic speedometer and a vehicle speed sensor ( VSS ) according to my Haynes repair manual
