For my my '95 Olds. Achieva S has no problem starting after it rains. Maybe it is the wires running from the steering cloumn to the starter. After it rains, the water could get in there and short out the car to the point where the engine kills. I know I always keep check on thoose wires and never have had an issue with that before.
