Under the dash by the emergency brake
The E brake pedal is to the left next to the kick panel It is vacuum operated and should release automatically when car is placed in drive as long as car has stored vacuum or is running. If it doesn't you can release it manually by lever located next to pedal . Emergency brake is built into rear calipers. Hope this Helps

Front or rear?
If by perentaces you mean parentheses (or brackets) and not percentages then it means your emergency brake is on. To fix it just pull the emergency brake release handle and the pedal should come back again.
Could be a partly frozen caliber.
