If you can't access the release lever on the brake pedal (where cable connects to emergency brake mechanism), you may have to go under vehicle and access the adjusting nut (where main cable from interior of vehicle connects to the individual wheel cables) and disconnect the main from wheel cables.
If the cable is broken and parking/emergency brake is still ON, then they are rusted in place ! - Your emergency brake system needs urgent work.

You would have to find a tube or something to release the handle and ratchet.
On my 1988 Cutlass Supreme the cable broke at the release point in the car. I was unable to see anything from the outside so in the passenger compartment I took the release handle apart and used a set up pliers to pull the cable and release the hood. There should be just on bolt holding the release in place, it may be covered by the carpet. If it can't be done from the inside you can also reach up from under the front bumper and find the cable where it attaches to the latch. Just pull the cable and the hood should release.

If the meter is broken you are not supposed to park there.... you can get a ticket for parking at a defected meter.

Check parking brake if you use it. Sounds like broken cable.
If its broken, then the cable is released. IF the breaks are still sticking, then the rear brakes will have to be opened up and the mechanism freed up.
