Unless you are a good tech maybe you should leave it to the dealer. I am doing one now on exact same car. The dash must be removed completely, center console must be removed. Dash pad must be removed. In the center of dash pad is the defroster duct. Pry this up and unplug daytime running lights sensor. Remove glove compartment assembly. disconnect battery and unbolt wiper transmission, their is a bolt that must be removed behind the wiper transmission that holds the cross brace inside the car once you get to it. The passenger air bag stays bolted to this bar. Discharge A/C and drain coolant. Disconnect heater hoses at firewall. Remove instrument cluster and unplug all electrical connectors and remove radio. You will see things to remove as you go along. Remove drivers air bag and steering wheel. Drop steering column. Once the dash is stripped you will see the cross brace bar. 5 bolts hold this on 4 inside and one in engine compartment behind wiper transmission. Once cross bar is unbolted swig it out on passenger side and support with bungey cord. Remove all heater ductwork and electrical connectors. Unbolt heater box and A/C tubes at evaporator in engine compartment. Remove heater box and remove one screw and unclip cover holding heater core. You will see other things you may have to remove including any young children because you will cuss alot. Have fun.

I am an owner of a 2000 Jetta and I've wondered the same thing...as far as I can tell by the owner's manual the Jetta does not use "power steering" fluid it uses "hydraulic" fluid (Pentosin CHF 11S Synthetic to be exact). Remove the water supply hoses from your heater core. Remove the heater core retaining bolts. Reverse the process to install your new heater core.
