First the radiator will have to be drained atleast partially or you will have antifreeze everywhere. Second you will have to remove the heater box (which is on the passenger side of the firewall), I believe there are 8 bolts in total. Once you have the bolts out - remove the wire harness to the fan, and then gently pry the heater box cover off. It should have a caulking like substance on it.
Inside you will find the heater core - which has 2 hoses clamped on it once removed there should be a couple more bolts that attach the core to the fairing.
There will be fluid that will spill out but if it was drained in step 1 shouldn't be too much.
The reinstallation process is the reverse.
PS it is much easier to do this without the passenger front fender - but that is a job that will take an extra hour + to remove and reinstall so might not be worth it.
To remove the heater core on a 1977 Cutlass Supreme, first, disconnect the negative battery cable and drain the coolant from the radiator. Next, remove the dashboard and any necessary components to access the heater core housing. Disconnect the heater hoses from the core, unbolt the housing, and carefully remove the heater core. Finally, reverse the process to install the new heater core and reassemble the dashboard.
The heater core on a 1984 Cutlass Supreme is located under the blower motor on the passenger side of the car, under the hood. First you need to remove the blower, and the hoses connecting the heater core. Replace the core, re-attach the hoses, and put the blower motor back on.
cutlass supremes are so baller
take the 2 hoses off to the heater core and get a hose and flush out the core through both hose fittings on the firewall.
Disconnect the hoses to the heater core. Remove the lower instrument panel sound insulator, it is just below the glove box and remove the clips. Remove the heater duct, clips and screws hold it in place, then remove the heater core cover clips. Take off the heater core mounting bolts.
Take to a shop, there is about 25 or 30 blots to take out and not easy to get out
To do it correctly, get a manual ftom a parts store or AUTOBOOKSONLINE.COM. They have pictures and everything

Get it warm and feel both heater hose's at the firewall and see if both are warm. If not, the heater core is probably plugged.
