If I remember correctly ... it is on the passenger side, interior, just back of the kick panel...to the right of the passengers right foot.
I just removed the driver side door panel on a 2001 Mustang. Remove the panel holding the auto widow switches. There are 2 screws under there. Remove the 2 screrws and lift the whole panel up. There was a p[lastic push-in screw on the front of the panel that caused some problem. This was pushed out and the panel came right off. The switch panel will fit throught the hole. That's it. Remove armrest screws, inside handle, window crank etc. and the panal slides back about 3/8 of an inch
The Interior Fuse/ Relay Panel is located under the Right side of the Dash, below the Glove box (remove lower sound panel to access). on some Models, this Fuse/ Relay Panel is located in the Right side of the Console.

you must remove all interior panels of the trunk area on the right side of the car. all of the bolts are accessed behind the panel just to the right of the removable panel to access the right rear tail light bulbs. this is an arduous task, but not to difficult with a 10 millimeter socket driver and some patience.
Which panel are you in reference to? The kick panel or the door panel? If it's the kick panel there is a plastic rivot you need to pull out loctated on the forward portion, then you will need to remove the lower plastic from the floorboard that lines the door opening, then you will be able to pull the panel towards the door opening and it will pop right out.
