Remove the cotter pin and castellated nut on the ball joint, then use a ball joint separator tool between the ball part and the steering arm and force them apart with a hammer. If you do not have a separator tool, and if you have room you can back the nut to the top of the threads and hit it with a hammer, but this rarely works well.

If the nut will not come off because the ball joint is too far gone try an impact wrench first, or if you do not have access to one you will need to secure the ball joint in some strong vice grips from underneath the steering arm ( if its that loos you will probably have room ) I find needle nose vice grips do well on this part.
