The cowl is located under the bottom of your windshield and under the hood where your windshield wipers are.
Underneath the cowl you can get to them under the dash
Up to an 8 inch cowl hood.
To remove a governor chip from a 2007 Mustang, open the hood and remove the negative battery. Next, install the reprogrammed ECU into its terminal, lay the metal belt back over the ECU and secure the belt.
Remove the wiper arms first. Then remove the torx screws that hold the plastic cowl in place.
