Engine, transmission, and ABS are under the hood. Airbag, body, HVAC, RKE, are inside or under the dash.
It is inside the HVAC housing, under the dash.

Guessing bad headlamp switch. No power to taillight fuse feeds dash fuse also. Need to glance at wiring diagram to troubleshoot fast.

The diagnostic port on a 1996 is under the dash on the driver side.
You have to remove the entire dash and HVAC housing.
Take out entire dash. Remove a/c unit, disasemble unit. Pull out evap. core.
